The Open Contracting Portal (OC Portal) aligns with SDG 16's specific target of ‘develop[ing] effective, accountable and transparent institutions at all levels’ by making public procurement more transparent; helping governments to benefit from digitizing procurement data and producing procurement analytics designed to address their objectives to improve procurement efficiency, increase value for money, and reduce corruption risk.

- We recommend and use security certificates in our deployments, as well as best practices that are aligned with the government or organization hosting the application. - Use an irreversible encryption key to store passwords so they can’t be guessed if hacked. - As part of the deployment, we advise on secure hosting of the platform after we transferred hosting to the county recommending use of a secure cloud environment using only secure certificates so that it's difficult to tamper with the deployed platform. - Strong password policy including requirements so that registered users can't use simple passwords (e.g. use of numbers, length, complexity rules) - Accounts can be deleted by administrators only (for registered users) - centralized administration so that the government agency has control over employee access. - The extent of the personal data collected is names and emails of platforms users for login/notifications exclusively. - From the public, they can be subscribed for updates via email; we don’t collect names, just email addresses that are not published in the portal, only used internally for notifications. - Explicit mandate to not publishing data for evaluation committees; in the procurement process there’s an evaluation committee and documentation in which you could see the names and contact info of evaluators. There was concern this would be open to harassment/reduce transparency in the procurement process.
